Carroll United begins with the ability to develop and sustain a labor force trained for the jobs that the County has and will have in the future. Carroll has made tremendous strides over the past eight years as it focused on creating the educational and workforce development tools needed to support quality workers. Public and private schools from Pre-K through post-secondary are all part of this system, as are the organizations and agencies that provide workforce training and support services. The 2000 strategy recommended the creation of several programs and organizations to fill the gaps in Carroll’s workforce development system. This Action Plan will focus on further uniting efforts to improve the reach and capacity of existing institutions.
